But why would rejected people need to withdraw in the first place? Also it doesn’t take into account the update button.

my thoughts exactly, but also, Ive been rejected by plenty of schools and a lot of them still had the withdraw button on my portal

I have everything - both addresses, withdraw, and update. Just not the important info. I really do think that they are just taking it out to put the status update button there.

I don’t personally like thinking about portal astrology but my guess is:
Everything (update, withdraw, address) = waitlist
Nothing (none of the above) = rejected
Withdraw and address (or something like this) = acceptance
But take this with 0 grains of salt. Like zodiac symbols it’s fun to read and think about but don’t hedge your bets on it.
