Stony brook Appeal Process question

<p>Here is the question:
If I transfer from a CUNY institution, am I eligible to appeal??? (SBU wrongly evaluates one of my courses to a lower level, because the course's description on my school's website is totally wrong.I can let my professor write a correct course syllabus and description)</p>
