submitted the registration to ACT but not take it?

Can I simply not take ACT even though I have already registered? Any consequences? I have a decent SAT score, but I have run out of time to prepare very much for it since I am studying for too many other AP upcoming exams and SAT II.

Failure to take a test results in its automatic cancellation and colleges are not informed that you even registered for the test. Note, you should be able to go on-line and change your test date to a future one without additional payment. You may want to do that to leave you the option to take it later if you change your mind.

If I change the ACT test date to September 21 (need to pay $21), will the results arrive in time for Early action (November 1)?

The September ACT is fine for early decision or early action colleges. All such colleges accept through the Oct SAT for EA or ED and almost all accept through the Oct ACT, and then the majority even accept Nov SATs. The test scores can arrive after the application deadline date.
