<p>That's pretty funny ...all those districts pretty much are contingent to and/or include the greater New York City area. </p>
<p>Probably Congress figured out what the rest of the residents of New York State already know...they are suspending appointments until the area can be determined to be another country or the 51st state.</p>

<p>I applied 2 minutes into 8am Feb 1st, recieved my acceptance e-mail March 5th for Session 2, and got my packet on Monday. Air Force was A LOT faster though.</p>
<p>The four underrepresented districts are all Dem districts. Two Dem and seven Repub districts are well represented.</p>
