When I applied to Penn State I did NOT check the box for summer acceptance. I am now starting to read posts from people stating that you have a better chance at getting in if you do summer. Should I call the admissions office and have them change my no to a yes?

if you are borderline and OK with attending during the summer, yes, give them call. It can help.

Definitely, it helps your chances. One of my friends was borderline and he wouldn’t be here if he hadn’t been ok with starting in the summer. Even if you get in for fall, consider doing summer session anyway. You don’t start until the end of June, there are fewer people, and when the fall semester starts you know your way around the campus, you already know people, and you have a few credits, which means you get to schedule for spring a few days earlier than the rest of the freshmen.
