TAP eligibility

Hi guys, I am a freshman at Binghamton University and I am very confused about my financial aid status. Before I started college, my university told me that I was eligible for TAP but a few days ago they told me that I was not because I didn’t go to a high school in the US. But I don’t understand because I received an email from HESC a few days ago that I am eligible for TAP and/or New York state scholarships. Because I had a financial hold on my account ( I only paid the amount that was due subtracting the TAP grant), I went to the financial aid office to ask them to remove the hold because I thought I was eligible now for TAP. But they told me that they had no idea why HESC would consider me eligible and said they would call HESC and ask and let me know. But I never heard from them about TAP. I went to the office again and they were again of no help and has no explanation for anything. And I don’t know what to do because without the TAP I don’t think my parents can pay for my college. It’s also unfair because my college didn’t tell me before I started college that I am ineligible for TAP. I am beyond frustrated right now because if they don’t remove the hold from my account I would not be able to register for courses next semester, and the deadline for course signup is coming up very soon. Can anyone tell me who I could talk to about this? My financial aid office knows nothing. Any help would be highly appreciated!

If the FA office at Binghamton, is of “no help” and “knows nothing,” then you need to look for answers somewhere else.

First things first, though: click on the “Eligibility & Income Limits” part of the website linked above to see if you really do meet the requirements to receive TAP.
