As science advisor to President Roosevelt he institutionalized the relationship between government and the scientific community that lead to the founding of NSF and ARPA (which funded the development of the Internet) and wrote a seminal paper (in the 1940’s) that described the concepts underlying hypertext (the technology behind the World Wide Web). The paper is a good read for those interested in the history of the Internet.
