Transfer apps tend to have really late due dates, like april or may, sometimes june. So...would it be too early to submit one around Novemeber? It wouldn't be finished until December, when I send my college transcripts, but I wonder if it is better just to get the application in the system early, or does it even matter?

I think it's a good idea to get it in early, especially so if the school has rolling admissions. No harm done in being one of the first applicants and showing enthusiasm.

If it has rolling admissions, very helpful.

If it doesn't officially have rolling admissions, but is one of the schools whose committees start looking at apps before the deadline, it can't hurt.

Many schools don't even look at transfer apps (nor even process them) until they are finished with the Freshman Admissions process. So no help at all at those schools.

BTW, deadlines are most commonly in March. Some way sooner (the UCs, for example), some later,as the OP said.
