the admissions website says that it's recommended for internationals to take the TOEFL and they don't accept IELTS as a substitute , though the common app says that for international student IELTS is required !!! </p>

<p>Nope. IELTS is not required here;it is preferred to TOEFL in countries belonging to Commonwealth of Nations. Either you misunderstood CommonApp materials or that CommonApp had problems in its system. :p</p>
<p>I am now writing as an international freshman at Caltech myself. Take TOEFL if you come to US, &IELTS if you want to go to Britain, Australia, or Canada. I personally think US colleges don’t like IELTS for mainly three reasons:
1)that bl**dy test comes from Britain,while TOEFL is a ‘domestic’ one
2)most AOs are yet familiar with IELTS testing standards
3)umm…it’s better to take an example. When most applicants submit TOEFL scores, well over 100 points, and you submit IELTS score, a 7.0 let’s say; apparently admission officers get into a trifling trouble to convert your IELTS score into equivalent score in TOEFL. </p>
<p>In short, go TOEFL!
