Transfer admission and residency

Hi everyone,
I'm currently a grad student at FSU, and I moved to Florida with my boyfriend prior to the start of the Fall 2009 semester. I have two questions that I'm asking on his behalf.

First, he's currently a student at TCC (out-of-state tuition was just ridiculous at FSU). He's finishing up his AA there, and submitted his fall 2010 application to FSU. For the past month or so, every time he checks online, though, his application status still just says "Ready for review." All of his transcripts have been received, and it looks like everything is in order. How long does the admissions process usually take for transfer students? At what point should he contact admissions to make sure there aren't any problems with his application?

Second, he's intending to apply for in-state tuition for fall, but I know that Florida recently changed its requires to establish residency for tuition purposes. He's an independent student for financial aid purposes, and he has paperwork showing he declared legal domicile in Florida that are dated mid-August 2009 (so, more than a year prior to the start of the upcoming semester). Is additional proof of residency now required? How rigorous is the process to be declared a Florida resident?

Hope you guys can help me out!
Thanks in advance.

When i applied as a transfer student I found out in about 3-4 weeks after all my papers were in. My boyfriend who also applied for transfer took about 4-5 weeks before he got his answer after everything was turned in.

Hmm…maybe I’ll suggest he drop by the admissions office, then. They already had some problems with his application (misplacing one of his transcripts), so it wouldn’t surprise me if there were problems elsewhere, as well.

All my stuff was by the end of February, and i finally got a decision around April 22

[Florida Board of Governors : For Students](http://www.flbog.org/forstudents/ati/resrequirements.php)

It is tough to establish residency for undergrad for tuition purposes in the state of Florida if one’s parents do not live in the state and the student is not employed full time.

For students, you can move to Florida, get a Florida license and a voter’s card, be independent and not be claimed on parent’s taxes, but if you came to Florida to go to school (TCC), went full time and were not employed full time (at least 30 hrs), you are considered someone who moved to Florida to establish residence for the sole purpose of getting cheaper tuition, and they generally don’t grant it.

It’s doesn’t always seem fair, but it is now the law 2007->Ch1009->Section%2021#1009.21[/url]”>http://www.flsenate.gov/statutes/index.cfm?App_mode=Display_Statute&Search_String=&URL=Ch1009/SEC21.HTM&Title=->2007->Ch1009->Section%2021#1009.21</a></p>

Now if you get married, he is considered independent of his parents for sur;, and if you get a TA OR GA stipend and therefore show income, I think he is considered a resident.
