Transfer to UCLA and Berkerly from other states?

Unforunately, I've only been accepted to my safety, University of Maryland College Park this year...therefore, I decide to transfer to other schools after the first year or the first two years.
What are my chances of transferring to UCLA, UCBerkerly, If I do, say, relatively well.

Here are my stats
ACT:30 (going to take a prep class in the summer and hopefully I will get a 32+)
SAT: 1500/2400(SAT is gay)
SAT II: Math II: 700 World History:740 U.S History:690
GPA:Weighted:4.12 Unweighted:3.9
10 AP classes.
Will take a total of 10 AP tests after graduation

Awards:
AP Scholar with distinction
Student of the month
Art department award

EC:
Student Page to the maryland general assembly
Founder and president of Nonviolence Club
Environmental Club
Envirothon
National Honor Society

Hook:
I'm an immigrant and I immigrated here four years ago, and I started to learn english from scratch. I've already become a U.S citizen by the way.
Fluency in my native language, Chinese.

Why do I want to transfer?
First, UMD doesn't have an international relation program
Second, I love the weather in California
Third, there are lots of chinese over there. lol

UCSD has an outstanding, world famous Internationl Studies/Relations Program. My sister is in that program and she is being taught up some amazing professors, one being the foremost authority on the North Korean situation.

California weather is good everywhere, but the best at USCD. Cool, breezy, sunny and generally good weather (Around 75 degrees).

Want Asians? UCI is probably your best bet, lol. Actually, all of the UC's aside from Merced and UCSC (when I visited those schools, I just didn't see many. maybe it's "don't go outside day" for asians) have a lot of asians.

Am I a UCSD supporter? Lol, well, I like the school and I think it's great for some, but best for others. Then there are those poor saps that don't like it anyway, but we have those at every school.

I also suggest UCSD because it is a lot easier to get into than getting into UCB and UCLA. It is not looked down upon (not by all) as a subpar, less than school just because it doesn't have that name of UCLA/UCB. Hell, I don't think ANY UC can beat UCSD in the area of California weather. Sunshine, everytime. Unless it's raining, lol!

I am not sure on the out of state relevance for ACT. But I am sure someone else on this board can answer it for you.

Unless your heart is really set on either UCLA or UCB, I suggest you try the other UC's as well. If you REALLY want to go to UCLA, let's just say, then you can always just not go to that university and come out to California for two years (sounds so romantic, lol) and go to SMC. It is a CCC that has a rep for most UCLA transfers (it's just that most of their students transfer to UCLA, whereas CSU are pretty popular elsewhere). Sure it's a little pricey, in comparison to what natives have to pay for, but you'll be paying just as much if you're going straight to UCSD from out of state.

After all that's said... good luck!

The UCs don't look at your high school transcript or your standardized tests. They look at your grades in college, whether you are a CCC, CSU, UC, OOS or international student with correspondingly increasing difficultly of gaining admissions, the amount of lower division pre-requisites for your major completed by the time of application, the major( admission rates vary considerably by major), personal statement, and to some extent, your extracurriculars.

He side Chinese in particular, not all Asians. ;)

pharmakeus01, have you considered moving here now and attending one of our many great community colleges? These schools have the highest rate of acceptance to all UC's.

well i hate to generalize.

lol. but they don't call UCI "university of chinese immigrants" for no reason.

or UCLA the "university of caucasians lost in asians"

i love all these funny UC names

lol, I want to move to California but all my relatives are on east coast... I really hate maryland weather and its public universities :(
Thanks for the advice on UCSD by the way.
Why are all great public colleges concentrated in California? Jeez~~
