Technically it’s not in-state tuition. Wisconsin students pay in state tuition and Minnesota students pay a higher rate based on the reciprocity agreement. It is lower than the out of state tuition.

I think it’s definitely a harder admit for Minnesota applicants. Similar to other out of state applicants I suspect.
