On the website it says:

"You must complete two semesters of English composition before enrolling at USC."

My school, unfortunately, does not allow you take your second semester of English composition class until fourth semester. Does this mean that I will not be able to apply for fall 2012? I should probably call and tell them my situation, but I was wondering if anyone might know...

I recall that you are a transfer applicant and that you would like to be a sophomore transfer rather than a junior transfer. You could try enrolling in a summer course at your local community college or an online class through another college and including that information (that you WILL have completed a 2nd semester of English comp. by the time you enroll) with your application.

Or you could apply to transfer as a junior at which time you will have completed your fourth semester and your 2nd English composition course at your current institution.

Good luck.

Thanks for the response. I just called them and the admissions guy said to not worry. The two requirements for English is more for people coming from two-year institutions. Whew! Glad I got that cleared up. Now, I can focus on the other parts of the application.
