Waterloo, McMaster, and U of T Engineering are some of the top engineering programs in Ontario and/or Canada. They are very difficult programs to get admitted to (McMaster slightly less so than the other 2). These 3 programs in particular get over ten thousand applications each year for 1,200-1,500 spots.
These programs have not made domestic offers yet. Generally for domestic applicants they will wait for 2nd semester midterm marks and not make offers before the start of May. I am uncertain however if that applies to international applicants. You might want to contact them and find out when you can expect them to make decisions. They can probably also give you a better indication of how competitive an applicant your son is. Generally they like international students because they pay much higher tuition which sometimes gives a preferential bump. U of T and Waterloo have a significantly higher percentage of international students than McMaster though Mac has been increasing this number yearly by leaps and bounds. Also the provincial government has just cut domestic tuition rates by 10% and frozen them for 2 years without making up the funding shortfall which will just put pressure on all schools to increase their international enrolment even more to make up for the shortfall. This may work to your son’s advantage.
I’m surprised that Ryerson has such an early acceptance deadline. They certainly don’t for domestic applicants. Ontario universities can’t require domestic students to commit before June 3. The only thing I can think is that they are trying to force International applicants’ hands in getting them to commit in fear that they won’t get in anywhere else.

Of the 3 schools you have mentioned, York, Ryerson, & Western, Western is by far the most selective, not just for engineering but overall. It is a highly regarded school academically and has one of the highest overall entering averages of any school in Canada let alone Ontario. It’s engineering program isn’t overly large however with about 500 students. It’s focus tends to be more on the medical/life/biological sciences.
If I were making a choice between those 3 schools I would pick Western (but as a caveat, it’s my alma matter).
