Does a 3.0 gpa for UC admission mean in all classes or only a-g classes

yes - the 3.0 requirement id just the a-g courses from grades 10 and ll.
With a 2.7, your application won’t be considered at a UC.
Take a look at Sac, SF and Sonoma. (depending on Major)

I would also look at Cal State San Marcos, Channel Islands, Bakersfield, East Bay, Stanislaus and Humboldt. Your local CSU should also be a consideration since you get priority.
For the UC’s, you need a minimum 3.0 to apply and that may get you into UC Merced. Is your GPA weighted? Since UC’s use 10-11th a-g courses with extra points for UC Honors/AP/IB and DE courses.
Thank you so much I will be applying to those csu and cal poly Pomona since it’s my local csu. Do you guys have any idea which major is easier to get into between computer science and computer engineering
They are both competitive but, you are local, so it is hard to say. I think CPP is the only CSU to consider your alternate major. You might want to try undeclared as an alternate.
CS at Cal Poly Pomona is in the School of Sciences while Computer Engineering is in the School of Engineering. Both are tough admits just due to the competition. Not sure what your test scores are for SAT and/or ACT, but both majors since they are impacted, have a minimum Math score required to be considered.
If your CSU GPA is really a 2.7, even being local could not be enough for these majors. My niece applied last year as a local for Biotechnology (impacted major) and was waitlisted than denied with a 3.2 CSU GPA and ACT of 30. Definitely apply widely so you do have some choices in the Spring. Definitely select a non-impacted major as an alternate just in case.

Your 2.7 GPA and 18 ACT give you a CSU eligibility index of 720, which is higher than the minimum of 694 to be eligible for frosh admission as a California resident, according to https://secure.csumentor.edu/planning/high_school/eligibility_index.asp . However, impacted campuses or majors may have significantly higher eligibility indices for admission.

Have you considered community college first? Do really well your first semester and then you could be in the honors program with a higher probability of transferring to a higher ranked university than ones you would have qualified for out of high school.
My story just to illustrate - a lower high school GPA than yours, 2.5 years at a community college, dean’s list most semesters. Then I transferred to UCLA. One tip about UC admissions - apply in a quarter other than fall to a major that is not impacted - much easier to get in. I graduated from UCLA and just finished my second masters at USC. So, follow your dreams and don’t sell yourself short!
