I wanted to major in cs… but my gpa is very low so I was thinking would electrical or mechanical engineering be easier to get into? I can improve my act score but chance me for CPP?
Cal Poly Pomona like all the Cal states except SLO admit by Eligibility index and major.
(CSU GPA x200) + (ACT composite x10) or (CSU GPA x800) + (SAT Math+CR).
As it stands your eligibility index (EI) is 956. Yes your GPA is low but you ACT composite helps. EE/ME along with CS are all impacted at CPP so they would not be an easier admit. If you can bump up your ACT even more, it will have a positive impact on your EI but there are no guarantees. All you can do is apply, hope for the best and find some other solid Match and Safety schools to put on your list.
Are you in the local service area for CPP? If so, you do get priority.

Would applying as undeclared and then switching to Computer Science be easier?
No going in as Undeclared and then switching can be very difficult. If you are unable to switch to CS at CPP, would you still be happy attending? Do you have a backup major? My advice since CS is so competitive at most Cal States is go for the direct admit and apply widely.
Basically what I am asking is the Major (CS) more important or the school (CPP) more important?
Here is the major change criteria for CPP. If you think you could maintain the required GPA then you might have a chance. Also you need to attend for 1 year and apply for the major change the Fall of your Sophomore year.

I just wouldn’t really want to go to community college but if I do have to I will. I feel like there’s stigma around CCs that’s why I wasn’t so sure…The major is more important but then again I am not so sure what I want to major in. Computer Science is the only one I can think of as of now.
There are a lot of options other than CPP and community college. The stigma of a CC is propagated by individuals whom do not know better. The CC to CSU or UC transfer route is a well known and well respected path.
at this stage, do what you can to get your ACT or SAT up a bit and apply to several places. CPP may - or may not take you so, you need other doors open to you. For CS, you’d probably get into Chico, Fullertoon, Northridge and Sac (among others.- but, they’d be my top choices. All 5 are pretty flexible about declaring a major after you arrive.) Consider applying to CPP as a Computer Info Sys major… related but a less competitive admit. Get some acceptances, tour the campuses, look into the curriculum, then make up your mind. Your local CC will still be an option if none of these gets you excited.
