Assume essays and recommendations are good

Excellent test scores and solid EC’s. Your UC GPA will be an issue since the average capped weighted UC GPA for both campuses is around 4.23 from 2018 plus UC’s tend to be more GPA focused vs. test focused. UCB is the only UC that will consider LOR’s (if invited to submit) at the present time.

Write some solid essays and you may have a chance but consider both schools Reach schools. Apply widely, identify 2 safety schools were you would love to attend and work on your college list from the bottom up. Best of luck.

a sub 4 GPA will make both of those a reach but strong ECs and essays could get you in. You should certainly apply but, also apply to UCSC, UCR and SDSU.
