UC: Berkley Scholarship - Weighted GPA International Student

I am currently researching my opportunities as a international student to receive financial aid on some colleges I've been looking at.

On UC: Berkley's Undergraduate Scholarships page:
UC Berkeley Financial Aid Office: Undergraduates » Types of Aid » Scholarships » Berkeley Undergraduate Scholarship

It says the following:
"Students entering Berkeley from high school must have a 4.1 grade point average (GPA)."

Since the GPA value here is over 4, I assume it is the weighted GPA. So my question is, since I am an international student, how would they calculate my weighted GPA and or decide if I am eligible or not? We do not have AP/Honors in my country.

UC Berkeley also states:

That includes their merit based aid?

^Yes, international students are not eligible for University financial aid and merit based aid is part of University aid. See the link of the post 2 [UC Berkeley Financial Aid Office: Undergraduates » International Students](http://students.berkeley.edu/finaid/undergraduates/international.htm)

Okay, thanks for clarifying!
