UCLA Prerequisite Question - Economics/International Area Studies/B.A.

I am aiming to transfer to UCLA into the Economics International Area Studies major (essentially International Economics). I have a question regarding the last prerequisite listed, the foreign language component. In addition to UCLA's general foreign language requirement under IGETC, this particular major says the following:

"6th quarter of any modern foreign language which is spoken in the geographical area of your major concentration. Consult the UCLA Economics Department if your native language is other than English."

As a minor note, my transfer agreement for my CC (Sacramento City College) converts it to 4 semesters and states that the 6th quarter will have to be completed at UCLA.

To my dismay, I could not get a clear answer from any of the counselors at my CC or from someone in the transfer center - they all gave different answers...

So I want to know what this prerequisite is asking..

Is it saying I need to have 6 quarters (4 semesters) of ANY NUMBER OF foreign languages within my geographical concentration (I chose East Asia; so Japanese, Korean and Chinese).

or...

Is it saying I need to have 6 quarters (4 semesters) of THE SAME foreign language within my geographical concentration?

or...

Is it saying I need to have completed a foreign language within my geographical concentration BY THE 4th SEMESTER WHILE AT MY CC ?

Thank you for the clarification.... =)

in case like this, it would be best to contract UCLA directly and ask their policy.
