I noticed on the UC application that it states that you don't attach your transcript, and you self-report your grades. How do they verify this information? Do they have your school mail it in to them or do they ask the school to verify the information? Also what's the purpose of having applicants self-report their grades?

They have so many applicants (I know for UCLA and UCSD there were over 50,000 applicants for each), that all of that paper coming in would be impossible to keep organized. They probably verify the grades later on, and with the number of people on the waiting list, if the report was faulty, they could easily fill your space with someone in your same demographic.

Ok. But, would you need to mail your own SAT scores and transcripts to them or would they ask your school for this?

Ok well think about it. The UC system gets more applicants than any state funded university system in the world. It would be impossible to keep track of all the transcripts of said students. Instead, they "trust" that the applicants report the correct numbers and they filter you out with those numbers. After they have that list made of eligible students, they trim it even further and might contact schools to verify numbers if things don't look legit. So someone who claims to have had a 4.5 GPA in high school but bombed their SATs, chances are your numbers are going to get verified.

Any idiot stupid enough to lie about their GPA or SAT/ACT scores would be automatically rejected. Yay for the honor system.

You are supposed to send in official SAT scores before January. As for transcripts and AP scores, they will be requested after you decide to attend that UC. Of course, any discrepencies are grounds for having your admissions rescinded. Also, they do random verifications on 10% of the applicants during the admissions process.
