UCSD---- didn't take English 2, does a TOEFL score of 92 mean my friend doesn't need?

<p>Hi, posting this for a friend of mine. He took the TOEFL exam back in february, and he got a 92. </p>

<p>Achieve grades of B or better… OR submit TOEFL test score of 83 (or higher). He also completed it in February 2012.</p>

<p>I might be totally blind, but it seems pretty clear. How are you guys applying to college? lol</p>
