<p>I don't know if you could say with any certainty that UNC is more competitive for OOS applicants than UVA. Yes, they reserve a smaller proportion of their class for OOS students, but there is an equilibrium point beyond which they would simply begin to lose yield as better students attend other schools. It's not like they'd actually net anywhere near all of the vals with 1500+ SAT's that they admit. I could be wrong, though.</p>

I know you guys probably go to UVA and know the school's OOS policies, but my couselor is telliing me that provided I hit a 2300 Ill get in cuz I have great ECs, and im the essay is going to be another variable, but provided its decent that I will have a 25% + chance</p>

<p>unc oos is by far harder to get into oos than uva.</p>
<p>While i can't compare stats of oos applicants to unc and uva - i'm sure they are quite similar. The fact is is that there are more oos applicants to unc than uva and fewer spots for them.</p>

<p>you should apply to uva, but i don't think you have a good shot being only in the top 25%. I wouldn't recommend applying ED as i'm 99% sure you'll be deferred - its a waste of time. Generally UVa only admits EDers who are extremely well qualified, which you are not. You'll have a better chance getting in on the RD round. Also - dont' place too much weight on your SATs. They won't give you that big of a boost - especially considering most people applying from OOS who are competitive will have a SATs that are probably 2100+</p>
