Unique Situation...I guess

Hi I am a senior in high school and I have already applied to USMA. I have received two nominations, and am otherwise fully qualified except medically. I got a 32 on the ACT and have straight As in school. I am also being recruited for running, which is part of my question. I was originally disqualified medically by DoDMERB for sleepwalking when I was younger. My regional admissions officer was able to get USMA to consider me for a waiver, I then had a sleep study that proved I was perfectly fine. But then yesterday I got a call from my regional officer who told me the doctors at USMA had disqualified me from the waiver. I thought this was the end of the road, until the USMA running coach called me and told me that he could "chip" me in without the waiver. I did a little research and found out about "blue chip" athletes, but these are apparently fully qualified candidates. Is it possible for the athletic department to "chip" an almost fully qualified candidate (like me) into an appointment to USMA?

So basically, you said you had a history of sleepwalking on a self-reporting questionnaire right?
