University Admission v. Major Admission?

Does the UW admit (transfer) students to the school overall separate from their major departments? I’m planning to apply to the Design major with Interdisciplinary Visual Art as a second choice.

Design is a selective major, with an admissions workshop in June and portfolio required. My question is, does applying to a major like this lower my overall chances of admission vs. applying to Art (non-selective)?

My stats (4.0 in-state CC student, good essay) should get me into UW quite easily, but because of in-state tuition/location I need to be absolutely sure I’ll get in.

I don’t know how transfer works, but for Freshman admission your choice of major does not affect overall admission chances. Admission to the university is determined first, then maybe you get your major, maybe you don’t.
