Can I get into University of Michigan Ann Arbor with 1450 sat, 3.87 gpa(out of 4) , considerable extracurriculars and couple of internships. Will my chances be any less than a US citizen? Considering the fact that I am an international student

Your GPA and SAT score are both right at the admission average. however, OOS and international students usually have higher admission average but lower asmission rate. Your chance should be around 20%.

Generally speaking, unless you come from an underrepresented country (like Djibouti, or Belize or Latvia or Mongolia), the odds of admission for international students are worse than those of US citizens. That is even more so in the case of students applying from overrepresented countries.
