University of St. Andrews requirements - US applicant?

Hi, I am planning to apply to St. Andrews but a bit confused about the overseas requirements for applying, mainly about SAT subject tests - it says that they should be 650 or higher but are they required to be sent? (One of my subject tests is over 650 and I would like to send that, but I would need to wait until December to try again for scores over 650 in other subjects). I fit the requirements for the AP and SAT I scores. (found on http://www.st-andrews.ac.uk/study/entrance-requirements/usa/)

As well, I understand that for international relations (which I am considering studying) I must fit at least one of these requirements:

SAT I: 1950+ across the three elements AND 700+ on EACH of the Critical Reading AND Writing elements;
SAT Subject Tests: scores of 700+ on AT LEAST TWO subject tests (particularly recommended are subject tests in World History, US History, and languages);
Advanced Placement (AP) tests: scores of 5 on AT LEAST TWO tests (particularly recommended are tests in Comparative Government and Politics; US History, US Government & Politics, World History, and languages). AP scores are used for admissions purposes only – no credits/exemptions are awarded; or,

I fit the SAT I requirement but only have 1 AP score of 5 (have only taken 2 AP classes, other score was a 4) and only have one subject test score over 700. Should I wait until taking further AP tests/subject tests to increase my chances of getting in, or will that hurt my chances of acceptance since it is rolling admissions??

Thanks so much!

If you’re taking SAT SUbjects in December and APs in May, your offer will be conditional - ie., if you get 5 on your AP tests and they said you were in, you’re in, but if you don’t get the 5, you’re out even if you had a “conditional offer”.
