I’m looking to go into business, which would be a better school for that? Do either of these schools give good scholarships for out-of-state students? It is tough to get into the business programs at these universities? Any other information would be great!

As you are OOS for UT, I would guess UT is a pointless reach for you for admission and money. If you can’t afford full pay and can’t risk exclusion from your desired major, take it off your list.
I know many OOS students who get into UT Austin for business. And UT Austin allows students to establish residency in Texas too. Read the rules here-

UT Austin is harder for engineering admissions from OOS but much easier for business admissions for OOS.
UT-A is ranked higher but UF is very good for business. Both schools are similar, state flagships, school spirit is high. There is more to do in Ausin than Gainesville but the beaches in Florida are just a few hours away. UF would we very generous to OOS for scholarships and tuition for OOS Florida is a LOT lower than Texas.

I think rankings don’t mean much at this level of excellence. They are both great. UT is a bit more Texas. UF a bit more Florida.

I think in terms of national recognition by business people, there is little difference. Maybe a tiny edge to Texas, but not enough to swing a decision. Obviously if you want to live in Texas or FLA, then the local state flagship is the way to go. Other wise consider costs, location, culture of FLA vs Texas.
Both are strong schools and a degree from either will be more than enough to start your career on good footing. Then it will be up to you and your skills to move forward.
Texas definitely has a better reputation for undergraduate business school. Better recruiting as well. US News ranked Texas’ undergraduate business program at #5–tied with NYU-Stern.
Nevertheless, Florida offers a very solid undergraduate business program (ranked at #24 a year or two ago. Tied with Michigan State, Purdue, Georgia, Boston College & Arizona State.)
There have been several posts about UF’s online offerings. My understanding is that UF students can attend class or access the class anytime online–which could be a good for those who miss class or want to review a particular class.
it depends on ranking used as a resource and business school major. Finance which is generally the most sought after has its own rankings. For usnwr 2018. Boston College was 21 overall but 8 or 9 for finance as an example. Big differences if one is choosing based on rankings. Poets and quants and some others are good resources too.
UT is more highly ranked in the power majors and overall in business than UF. But both really fine schools. And these rankings evolve over time.
I personally wouldn’t choose based on ranking outside of finance which can be a little clubby.
@privatebanker I agree, if the OP wants to do I Banking, they should look for a school in the Northeast that feeds a lot of bankers. Its notable that the IVYs and top ranked Northeastern LACs, most of which dont have undergraduate business programs, feed a ton of students into I Banking. So, the notion of undgrad business school ranking as it applies to I banking is flawed from the start.
As a side bar, as someone who has dealt with a ton of investment bankers, only the most ambitious and money-driven should aspire to the field. Its a grind and a half, and the rewards are mostly financial.

That said UT places quite a few (11% of class) into IB at avg start pay of over $80K.
No comparison between the two programs with respect to placement. Texas is the easy choice.
P.S. If concerned about rankings for undergraduate finance programs, Texas ranks at #5 while Florida is not in the top 10–not sure where Florida ranks.
What is that based on?

The US News Business (etc.) undergraduate rankings are based on a survey (one dean and one senior faculty member at each peer institution). It’s interesting, but it more of a reputation score than anything else. It’s not based on any metrics.
UF’s rankings will likely rise over the next few years, simply because it’s now a “top 10 public university” and not based on anything the College of Business has actual done or not done.
Does student even have this choice? Getting into UT-A as OOSer very difficult.
