Unusual Situation

I have posted a few times but no one has ever been able to help me. Any help would be greatly appreciated. I have 6 semesters (around 130 units) of international coursework in psychology, done in my birth country, Brazil. I applied to UCI's psychology as a transfer student from a ccc (60 units). I am a resident. I have talked to a rep from ucla, who told me ucla has a maximum amount of units policy. So I basically got discouraged and applied for UCI only (no max units policy). I honestly doubt it much (if any) of my coursework will transfer just because I imagine that their programs would be very differently.
My gpa is 4.0, and I have completed all pre requisites. My igetc will be certified by the end of spring. I have a few ECs mostly in the psychology field. My personal statement has been reviewed and it is good, but keep in mind English is my second language.
Do you guys think I stand a chance? If rejected how can I appeal and what sort of compelling extra info can I give them?
I can't do any better than this, and what is done is done, I can't erase those 3 years to make me look better on my application....

You’re fine. See you in Fall 2011!

if your school in Brazil wasn’t a 4-year Uni you actually could have applied for UCLA, the rep might not have completely understood your situation. I’ll have 118 and could still get into UCLA GPA pending. The unit cap is for people who have already accrued quarter/4-year credits

Many ucla depts do have a max unit cap. Its a allocation of funding issue.

It was in fact a 4 year institution. And he didnt say they wouldn’t take me, just that chances would be slim.
But do you think since UCI doesnt have the same policy, there are good chances they would take Me? Would that impact my chances, or since they don’t really care about It, that wouldnt Play a factor?
