I am coming in as a transfer student from 4-year and CC - I have alot of classes that transfer over, mostly lower division i think.

I was told that to graduate you need atleat 64 upper division units (for BA in Letters/Sciences) however, in order to fulfil my major, i only need to take 9 classes (36 units) - how do i figure out which classes are ‘upper division’ so i can complete the rest of my 64 unit requirement?

Academic advising can help you with that question. Based on your major the advice given can greatly differ.

“lower division” units have a one or two digit course number, such as chem 2, or math 21
“upper division” units have a three digit course number starting with a 1, such as chem 128
“graduate level” units have a three digit course number starting with a 2 or 3, such as chem 201

If you don’t have enough upper division units from your major alone, then you will just have to take upper division units in another subject. Hopefully you won’t push the unit cap by the time you’re all done.
