Which school is better at electrical engineering, University of Washington--Seattle or University of California--Santa Babara?
Why?

the one where you pay in-state tuition.

EE programs are nationally acredited by a group called ABET which means you’ll take pretty much the same courses at both. Engineering schools fall within broad tiers because of this, and attending a school within the same tier gives you about the same marketability and education. Both these schools are large publics and are likely to give similar class sizes, personal attention, advising, etc. Of course you should look more into this to see if there is some special attribute that makes one better for you than the other.
