I would definitely apply- the worst that they could say is no after all! Boosting your ACT score would definitely help though. Write good essays about overcoming everything that you did and you just could make it in, the rest of your app looks good to me. Maybe one or two more leadership positions would help, as would any awards you could possibly receive. But I’m sure that they will take into account your circumstances which could possibly make up for some of this. Best of luck!
