SAT Scores: Reading: 560 Math: 600 Writing: 590
I’m ranked 79 out of 652 ( which puts me at about top 12%), with a weighted GPA of 3.428
Ive taken almost all advanced classes, and this school year (my senior year) I will be taking AP Calculus, AP Physics C, AP Physics 2, AP Chemistry, Dual Credit English 4, AP Biology, AP Macroeconomics, and Engineering Design and Development.
I want to major in Psychology.

I’d guess that your chances for UT Austin are slim.
As for A&M, you need to bring up your CR&M. It is a bit low for you to be an academic admit. Did you take the ACT?
You could get offered Team Blinn which works out well for many students.
A&M Academic Admits
Applicants qualify for automatic academic admission (but not necessarily to the major of choice), if they:
successfully complete Texas A&M’s required coursework, and
rank in the top quarter of their graduating class on or before the application deadline, and
achieve SAT or ACT test score minimums (including Writing scores), and
combined SAT score of at least 1300 (Math and Critical Reading) with at least a 600 in each of these components, or
composite ACT score of at least 30 with at least a 27 in the Math and English components,
I understand that I dont qualify for automatic admission, but are my chances of getting accepted without it small ? Also I have not taken the ACT.

Before you apply, you should probably retake the SAT/ take the ACT. Depending on your ECs, quality of essays and recommendations I think you have a solid shot at A&M, but you probably shouldn’t get your hopes up about UT unless you improve your test scores.
After the top 8% auto admission that filled 75% of the class, the remaining seats are highly competitive even for in state students. Your GPA and test scores are not competitive enough for UT Austin.
