I want to get into a school like UC Irvine or UC Riverside and my GPA right now is 2.97 unweighted, but weighted it is above 3.0. I used to have a 3.5 GPA unweighted but Junior really dropped me down due to taking too many AP's. I've only taken the SAT's once and got a 1500, but plan to take 2 more times and hope to get at least in the 2000s. I know I messed up by taking to many AP's but I just wanted to competitive, but I ended biting more than what I can chew. I want to know if there still is a possibility for me to get into a UC or any other school in California. I also heard that colleges are now favoring minorities and that they a higher chance of getting into a college so if thats true then will I have higher chance than others since I'm Hispanic?

Did you calculate your UC GPA (weighted)? See link for the calculator: <a href=“Cal State Apply | CSU”>Cal State Apply | CSU;

Even with a UC GPA around a 3.0-3.4 range, your chances for UCI are very low. UCR/UCM would probably be your best chance. You will definitely need to raise your SAT score.
Being Hispanic in California does not make your a minority and the schools are not allowed to use Affirmative Action so it will not help you. OOS schools are looking for diversity, so you would need to cast a wider net if you plan to use your ethnicity. You could look at WUE (Western Undergraduate Exchange) for schools in Oregon, Washington, Nevada etc… where you get reduced tuition at the schools in the program. <a href=“Save On College Tuition | Western Undergraduate Exchange (WUE)”>http://wiche.edu/wue

There are many schools in California where you would have a good chance beside the UC’s. You have the Cal State system which includes 23 schools and many privates (if they affordable). I would plug my STATS into the SuperMatch feature on this website to see which schools you could qualify. I would start with my local in-service Cal State, since you would get preference.
