I plan to transfer to Suny Stony Brook, because i am in a quarter-system University right now which is 180 credits degree requirements, but SB is 120 credits. it require at least 24 credits to transfer
i will have 28 credits after this summer, so i asked admission office about the credits

They said
Please be advised that because you have attended a quarter-system school, you have not yet earned 24 semester credits. You are still eligible for admission, but please note that you will be required to submit, in addition to your University of Oregon transcripts, your final high school transcript with proof of graduation.

She mentioned that i haven't earned 24 semester credits yet, but she said i am still eligible?????
Does it means i will be eligible for admission if i note that i am in a quarter-system university, and send transcript with high school transcript

The information you need is here:

What it says is that you are a transfer student if you have (a) finished high school, and (b) registered for college after high school. Since you’ve done both, you count as a transfer student.

However, it also says that you have to meet their standards of quality, which you can do in one of two ways: (a) complete 24 college credits with a GPA of 3.0 or higher, or (b) complete fewer than 24 college credits but have a sufficiently good high school record (which you establish by sending in your high school transcripts and SAT scores). Since you will not have completed 24 college credits, they want to see not only your college record but your high school record as well.
