My only options bus-wise is one at 11 pm which means I'll be 7 hours early in a city I've never been to, or one at 8 am which means I'll be 3/4 hours late. I thought the one at 8 am would be wiser for some reason and there's no way to back out now. Will there be any severe consequences to arriving at 12 pm, which is 4 hours after orientation starts?

Personally, I would show up a day early and stay in a hotel to avoid any issues. Aside from that, there is roughly a one hour window where you are allowed to register for classes during orientation so, assuming that period isn’t before you can arrive, I think you will be okay.

No, as long as you are there by 12-12:15 on the first day, you should be fine. That ought to give you enough time to check in for orientation and housing. If you are thinking of skipping day one, and going to day two only… It’s not gonna work well for you.
