What should I do with my ACT score?

I took both the SAT and the ACT
The first time i took the SAT i got a 1660, horrible
But I got a 28 on my ACT, which is amazing (92-93rd national percentile)

The thing is, some colleges I am applying to, including NYU (my ED college) requires SAT 2's. So I MUST send both my ACT and SAT scores. Would they only judge me based on my higher score or would they consider the low SAT score as well?
I called them and asked them personally and they said that upon viewing both my ACT and SAT scores, they would just assume I had a bad testing day.

First of all, are you doing EA or ED? If not, i would retake your act. you only submit your BEST score, and raising it would only prove your bad testing day. Otherwise i don't really know :/

I am applying Early Decision to NYU and Early Action to Binghamton, Stony brook, and Albany.
