As I was looking through the Penn website today, I read the TOEFL section of the application requirements, and I realized that I might've had to take the test! The website said that anyone whose native language is not english, is REQUIRED to take the test. I moved to the U.S four years ago and English is basically my third language, but I've proven my English skills in school with my 4.0 GPA. I know it's too late to worry about this now, but does anyone think Penn might overlook this little disrepancy through my consistent A's in my advanced (AP and Honors) english classes and my 5 on the AP Language and Composition exam??

Generally the TOEFL is used to make up for a relatively weak score on the SAT Critical Reading Section due to the fact the English isn’t the student’s native tongue, so if you have a good score on that test, don’t worry.
