<p>Depends where you are. I live in CT, and I got my letter on the 17th, I believe.</p>

<p>From what I've heard, it's by snail mail. I think they send out the letters with the goal of having them arrive by the 15th, but of course that won't always happen...</p>
<p>They <em>may</em> be doing it online (website? email?) this year...at least that's what I've heard.</p>
