Which one is best for engineering major?

Hi, I'm asking for a friend who wants to major in engineering(very determined). He is accepted by OSU, Penn State, Purdue, UCSB, U of Washington-Seattle. OSU also offered $5,000 a year. Because he is an international student, so $$ matters. He is very interested at Purdue, but he heard life there wasn't so good. He doesn't know much about UCSB, but apparently it is way more expensive than the other ones. He doesn't know much about UW's engineering program, either.
So does anyone know about these schools? Could you please give him some advice? Thank you guys a lot :))

What did he know about these schools when he decided to apply to them?

Purdue has the highest ranked engineering program out of those schools; however, rankings don’t really matter in engineering unless he is leaving the US right after graduating. I wouldn’t recommend UCSB because it costs the most and also isn’t as good as the other schools for engineering. If he didn’t get accepted directly into his intended major/school at UW as a freshman (a lot of people don’t), he isn’t 100% guaranteed a spot in the major/school.

I’d go with Mechanical Engineering at Oregon State University, for financial reasons and because of the issues ac33527 mentioned about UWashington. The academics at OSU are strong, particularly in STEM. Can’t argue about Purdue either. By the way, Purdue is known for having a large international student population.

No matter where he goes, it’s going to cost him a lot of money unless he goes to a school that gives more merit or FA.

What is his budget? how much will his family pay?

(Is OSU Ohio State or Oregon State or what??)

Sorry, it’s Ohio State. His family can afford all of them, but he prefers cheaper ones if the difference between those schools are not that significant.

From what I heard, the acceptance letter didn’t mention if he’s accepted by the the engineering department. All it says is he is offered a place at UW. And thank you for your suggestion :)

Take the $$$, he will NOT regret!! Columbus is extremely accommodating, and diverse for international students! Not to mention the school is currently on the rise academically, under the leadership of one of the best if the the best and experienced College Presidents in America. Above all, Columbus is booming & plenty of job opportunities upon his graduation.
