Who counts as an international student?

Is anyone that permanently lives in the US considered a domestic applicant or do the schools take citizenship into account?

Your citizenship is what counts. If you are a citizen of another country, you are considered an international student (unless you have dual citizenship ).

If you hold a green card, some schools will consider you as a resident.
