Will a school I am transferring to really look at my disciplinary records from a past university

I recently withdrew after finishing my freshman year at a university due to myself getting kicked out of the dorms, after my withdrawal I received a call from The Disciplinary board of said school which gave me my sanctions. I know that under FERPA, the school is not allowed to give any specifics of the incident, to anyone. My question is, as I am transferring to another school should I mark that I have" received disciplinary action since the 9th grade." or mark it that haven’t.

Yes, you need to mark it. And you need to be prepared to explain what happened and how you have changed your ways so that it will never happen again.
