Will Michigan finally accept me this fall?

I applied as a freshmen (in-state student) and was rejected with a 3.11 HS GPA and 28 ACT (I expected rejection)

I applied as a transfer for this fall with a 4.0 Community College GPA and 31 transferable credits, and was again rejected.

I will be applying yet again for Fall of 2017, with an expected 4.0 CC GPA, 53-56 transferable credits, three Associate’s degrees (Applied Science in Mental Health / Social Work, Arts, and General Studies), and internship experience in Social Work.

Will this be enough for LSA??

Also what should I do if they don’t accept me? Do I have any other options to get in? Where else should I apply?

Have you talked to anyone in admissions? I had a classmate with a similar story, spoke to the dean and admissions about what it would take to be admitted from CC. She did exactly what they said and then was rejected. She then wrote a letter detailed her conversations, outlined that she had done everything they wanted, and a few weeks later received an acceptance letter. Be persistent!
