My GPA is below average for UCLA but my SAT is slightly above average. I know UC’s are very GPA focused, but would a good essay be the difference between admit and reject, or would it not boost my chances of admission by much?

Yes it will! I know a ton of people who had strong personal statements who were admitted. For those who either BSed their way through the personal statement or didn’t put much thought definitely had a toll on their admissions. Good luck!
A good essay will make almost certainly decrease the chances of your admission and result in denial.
The rest of the stats have to fall in line.
They have their pick of students with great GPAs, test scores, essays and athletics. It will help, but it won’t get you admitted over someone with better stats.
