The form said scoring a 30+ on the ACT, English Language Arts or 680+ on the College Board SAT Reasoning Test, Writing would fulfill the requirement.
I scored a 600 on the SAT writing, but a 32 on the ACT ELA. Do I still have to talk the placement exam? Who should I contact to clear this up?

You haven’t said why you feel you have a problem. Who/what has stated that you have not met the minimum, and why not reach out to the admissions office and ask to be directed to the correct department?
Sorry I wasn’t specific enough. I received a letter today in the mail saying I didn’t meet the requirement and needed to take the placement exam. I was just wondering that due to one of my scores not reaching the benchmark (my SAT), I’d still have to take the the test regardless of my other qualifying score (my ACT).
Also, the writing test seems to be administered by the UC system as a whole, rather than UCB. I just wanted to know if there was another, more specific number to call rather than just calling the admissions department and being placed on hold/transferred from department to department.
Emailing would certainly help someone in the admissions office place your inquiry up the line into the system, directing the inquiry toward the department that would best be fit to respond.
You could look at the title of the person who signed the letter, as well as take a close look at the letterhead to see if it was issued from any specific department.
Your anxiety makes sense now, and I would think the letter does not take into consideration the either/or nature of the qualifying criteria, but holds you to just one of the criteria, ignoring that you have met the standard under the other.

@Waiting2exhale Thanks for the advice. I feel a little more reassured. I really don’t want to spend the extra $110 for the placement test. I guess I’ll just have to call admissions tomorrow.
