Yale REA/SCEA and Emory early scholarship deadline?

Can I apply to Yale SCEA and Emory’s early november 15th scholarship deadline at the same time??? This is what it says on the website.
“You may apply to any college’s non-binding rolling admission program.
You may apply to any public institution at any time, provided that admission is non-binding.
You may apply to another college’s Early Decision II program, but only if the notification of admission occurs after January 1. If you are admitted through another college’s Early Decision II binding program, you must withdraw your application from Yale.
You may apply to another college’s Early Action II program.
You may apply to any institution outside of the United States at any time.”
On stanford’s REA policy it specifically says this:
“The student may apply to any college/university with an early deadline for a scholarship or special academic program” but Yale’s does not say this, but I don’t know why Yale wold not allow this.
Thoughts?

Yes. However although you need to submit the application by 11/15, you need to submit it as RD or ED2.

@yaleivyleague Emory’s Nov 15th deadline is a scholarship deadline. It is not a binding admissions deadline. You can apply RD to Emory and still apply for the Emory Scholars’ awards - so long as you apply on or before November 15th.
