Act

I took the ACT with writing in April and received a 29. Most colleges require you to submit ACT with writing as I understand it (at least the ones I want to apply to). I then retook the ACT WITHOUT writing and received a 33. Now my score on the writing was not fabulous, but most colleges don't extensively use it. If I submit my 33 ACT without writing, and the 29 ACT with writing, will they just use the 33 and the writing score? Please let me know how it will work, assuming I do not retake it.

That sucks. I don't think it works quite like that. The writing score may only be accepted with its corresponding test sitting, I believe.

As the writing score does not affect your composite score i think you would be ok submitting both. But that is just my opinion and you should really check with the schools you are interested in as policies vary so much from school to school. For instance some will superscore (take the best sub scores from each test and come up with a different composite). Others will not. So really no one on this board can really answer your question accurately.
