Am I still considered "out-of-state"?

<p>Ok, I was born in California and I lived there until I was about 7, and then I moved to Oregon. I want to apply to some California colleges, like UCLA. Would I still be considered an out-of-state applicant or in-state applicant at those colleges?</p>
