EI of 910 is not high enough for SDSU, SLO (which uses other criteria), possibly CSULB and SJSU. It all depends upon the current year applicant pool. Also with an ACT Math score of 18, you may be struggling in your required Math courses.

CSUN/CSULA are a Match and I am sure you will get in.
CSUF is 50/50, could go either and again your ACT score is hurting your chances.
CSULB is a Reach due to your ACT score. Also since you gave a range for your GPA of 3.3-3.5, the 3.5 was used to calculate your Eligibility index which may or may not be correct. If you applied for Computer Engineering at CSULB, that ACT Math score is going to hurt your chances since they have higher requirements for STEM majors.
Alot will depend upon your GPA and how it is calculated by the Cal States. Yes, you meet the minimum EI threshold, but for the impacted majors (which you have applied), there are higher standards that must be met. Again only SJSU publishes their EI thresholds and for Computer Engineering you just make it.
For Cal Poly Pomona, if you apply to the Computer Engineering major, you need to have a minimum ACT Math score of 23 which you do not qualify. http://www.cpp.edu/~admissions/advising/impacted-majors.shtml?nav=undergrad
So to summarize, yes you have a chance at some.

I really really hope i get into CSUF since its my top pick but we will see!
And yea i realize that my ACT is low, i really want to retake it but its too late and i’ve already applied to the schools. If i take the ACT again im going to have to apply for next year!
Regarding my marks, on my transcript, there are numerous IT classes that i got 90+ on so im hoping that might help a bit. Also i got at least a B 2/3 years in math/pre-calc.
