I am from New York and really hope to get into UF. My G.P.A is a 3.662 unweighted (my school is very competitive and does not weight G.P.A if that means anything). I got a 32 on ACT (29 M and S, 33 E, 35 R) with 36 on writing (does writing score count?) I have a ton of extra curricular activities- bball, lacrosse, school newspaper for a couple years, volunteering with my church and at a local place for homelss teens, etc. My essay is pretty good. How does my situation look to current OOS students at Florida??

ACT is good, but GPA is could be higher. UF like GPA more than 3.5.
When you complete the SSAR, it will ask you to enter the GPA (and class rank, if on the transcripts) that shows up on your transcripts. In this case the 3.662. You then have to enter all of your classes and identify them as regular, honors, AP, etc. UF will then calculate your UF weighted GPA, using only academic classes, and giving a +0.5 points to honor classes and +1.0 points to AP/IB/AICE/DE classes.
Lets assume most of your classes are honor classes. Your weighted GPA would be around 4.2, which is a bit low, but still in the middle 50% of admitted students.
It would be better if your GPA was 0.1 or more points higher, but even with your current GPA, UF should be a match/high match.
