Cornell Transfer Credit Confusion

I am currently an electrical engineering major taking my very first semester of college with 37 credits taken so far (24 AP and 13 semester credits this fall). According to the transfer website, the deadline for application is in March for fall term only. Does this mean I can only apply for transfer during spring 2018 and spring 2019 or am I allowed to apply in fall 2018? Secondly, during spring semester 2018, I will be taking 21 credits. If I apply for transfer to Cornell this spring, will I be considered a junior standing with 58 credits or a sophomore standing with 37 credits? Also with how many credits taken is the latest that I can apply for transfer? I read that I would need to complete a minimum of 60 credits at Cornell so will this spring be the only chance I have to apply since I will have completed 58 credits by May 2018? I’m in a somewhat similar boat as you in terms of credits, but I think it’s important to remember that some of your credits might not transfer over. Maybe the class you took does not have an equivalent one at Cornell, or the AP score they wanted for that test is not the score you have. Also, I think it really depends on that course sheet you have to fill out. If you can fill most if not all of the boxes on the chart, you will probably be considered for junior standing (again assuming that all of your classes apply). And again, whether or not this is your last chance to apply really depends on the credits they would accept from you. So you could have 58 credits but they might only accept 45.
